Billions of people still lack reliable internet access, mostly in rural and remote areas where laying fibre or building cell towers is too expensive. One of the most imaginative answers has been to put the network in the sky, using high-altitude balloons.
How balloon internet works
The idea is simple in principle:
- Balloons float in the stratosphere, roughly 18–25 km up, well above aircraft and weather.
- Each balloon carries radio equipment that acts like a floating cell tower, connecting to ordinary phones on the ground.
- Balloons relay traffic to each other and to ground stations connected to the internet.
- Navigation uses the wind. By rising or sinking, a balloon can catch winds blowing in different directions and stay over the area that needs coverage.
What Project Loon showed
Google’s X lab turned this idea into Project Loon, which was announced publicly in 2013 and later became a separate Alphabet company. The team developed balloons that could stay aloft for months and used machine learning to steer them. Loon provided emergency connectivity in Puerto Rico after Hurricane Maria in 2017 and launched a commercial service with a mobile operator in Kenya in 2020. Alphabet shut Loon down in early 2021 because it could not find a sustainable business model, but much of its technology and research lives on.

The alternatives
Low-Earth-orbit satellite constellations, solar-powered high-altitude drones and long-range fixed wireless all compete to connect remote areas. Most experts expect a mix of technologies rather than a single winner.
